Prior to joining Core, Mark Levine was the managing member of GCI Venture Partners, an early stage technology venture capital fund in the mid-Atlantic region. Mr. Levine was responsible for the day-to-day operation of the fund, deal flow and review, due diligence and post-investment management of the partnership's portfolio. Mr. Levine has served on the Boards of Directors of InPhonic, VocalData, Roundbox, and FreedomPay. He was an officer of GEO-CENTERS, INC, a high technology services firm with more than $200 million in revenue and 1,200 employees when it was acquired by SAIC. He was responsible for strategic planning, acquisition search/analysis, government/industry relations, management of the firm's IP portfolio, licenses and joint ventures.

From 1979 to 1985, Mr. Levine was a Subcommittee Staff Director of the Small Business Committee in the U.S. House of Representatives. He managed the staff and legislative agenda of a subcommittee with jurisdiction over Federal procurement, science and technology policy, billion dollar loan and assistance programs, environmental compliance regulations, antitrust and competitiveness policies, and minority business programs. Mr. Levine was involved in several successful legislative/regulatory initiatives including: The Small Business Innovation Development Act, the Small Business and University Patent Act, The Competition in Contracting Act, The Prompt Payment Act, the Regulatory Flexibility Act.

Mr. Levine has an M.B.A. in Finance from George Washington University (1978).
